Background:

This oversight and legislative hearing will examine the benefits and steps needed to implement the U.S.-Mexico Transboundary Hydrocarbon Agreement. H.R. 1613 would enact a February 2012 Agreement signed by then-U.S. Secretary of State Clinton and Mexican Foreign Minister Castellano on how to explore, develop, and share revenue from transboundary hydrocarbons in the Gulf of Mexico. The bill provides additional guidance to the Interior Secretary on how to implement the Agreement in order to protect U.S. interests. At the hearing, Committee Members will hear from Obama Administration officials and energy experts on the importance of approving this Agreement.
