BACKGROUND:

The hearing will examine the Payment in Lieu of Taxes (PILT) program, which is administered by the Department of the Interior (DOI). The PILT program was established in 1976 to compensate local governments for lost property tax revenues on non-taxable federally owned land. County budgets are drafted with the expectation that DOI will distribute PILT funds on time, directly to local governments to help pay for vital programs such as road construction, schools, local law enforcement and fire departments. According to the Congressional Research Service, in Fiscal Year 2011 the PILT program covered 606.9 million acres, or about 94% of all federal land. Full funding of PILT is set to expire in fiscal year 2012.
