BACKGROUND:

The hearing will focus on the U.S. Forest Service’s use of a horizontal drilling ban through a Draft Forest Plan to effectively eliminate hydraulic fracturing in the George Washington National Forest in Virginia and West Virginia, as well as the Interior Departments’ potential regulation of hydraulic fracturing on federal lands. Horizontal drilling provides significant benefit to development by reducing the footprint of oil and gas production and allowing for directional drilling to leave undisturbed areas of environmental concern. In December 2010, then Ranking Member Hastings sent a letter to Interior Secretary Salazar expressing concerns over statements made by the Secretary that Interior would consider regulating hydraulic fracturing on public lands.
