Committee Advances Bills Unleashing American Energy Production, Codifying Executive Orders and More

Today, the House Committee on Natural Resources held a full committee markup on 19 bills that unleash American energy, codify President Trump's executive orders and more. House Committee on Natural Resources Chairman Bruce Westerman (R-Ark.) issued the following statement in response:

"Today's full committee markup is another step forward as we advance legislation that addresses the needs of hardworking Americans across the country. We are unleashing American energy production, codifying President Trump's executive orders, improving public safety in advance of natural disasters and reducing the federal government’s burdensome regulations. I'd like to thank my colleagues for their tireless work on these thoughtful and consequential policy solutions, and I look forward to working with them further to move these bills through the legislative process."

Background

H.R. 131, the Finish the Arkansas Valley Conduit Actintroduced by U.S. Rep. Lauren Boebert (R-Colo.), will reduce cost-prohibitive interest payments for communities in Pueblo, Colorado, for a nonfederal critical water infrastructure project.

H.R. 183, the Law Enforcement Officer and Firefighter Recreational Pass Actintroduced by U.S. Rep. Tom McClintock (R-Calif.), will amend the Federal Lands Recreation Enhancement Act to provide free lifetime public lands passes for law enforcement officers. 

H.R. 261, the Undersea Cable Protection Actintroduced by U.S. Rep. Buddy Carter (R-Ga.), will prohibit the Secretary of Commerce from requiring additional permitting for fiber optic cable projects within a National Marine Sanctuary if the project has already been authorized by a federal or state agency. The Undersea Cable Protection Act advances President Trump’s Executive Order 14267, "Reducing Anti-Competitive Regulatory Barriers."

H.R. 410, the Alaska Native Vietnam Era Veterans Land Allotment Extension Act of 2025introduced by U.S. Rep. Nick Begich (R-Alaska), will extend the Alaska Native Vietnam-era Veterans Land Allotment Program for five years through December 29, 2030.

H.R. 504, the Miccosukee Reserved Area Amendments Actintroduced by U.S. Rep. Carlos Giménez (R-Fla.), will amend the Miccosukee Reserved Area Act to include the Osceola Camp tribal village as part of the Miccosukee Reserved Area and direct the Secretary of the Interior to consult with the tribe and take appropriate actions to protect the structures within the village from flooding.

H.R. 655, The Dalles Watershed Development Act, introduced by U.S. Rep. Cliff Bentz (R-Ore.), transfers approximately 150 acres of reservoir-encompassing and adjacent National Forest System lands to the city of The Dalles, Ore. The conveyance of this parcel from the Forest Service to local hands cuts red tape and ensures a long-term solution for this growing community’s water needs.

H.R. 725, the Crow Revenue Actintroduced by U.S. Rep. Troy Downing (R-Mont.), will transfer approximately 4,600 acres of private subsurface inholdings from the Hope Family Tracts on the Crow Reservation to the Crow Tribe of Montana. In exchange, the Hope Family Trust would receive 4,530 acres of federal subsurface and 940 acres of federal surface interest. The bill also provides for a revenue sharing agreement for the development of the transferred federal tracts, which will be determined by the tribe and the Hope Family Trust should the minerals be developed. The Crow Revenue Act advances President Trump’s Executive Order 14261, “Reinvigorating America's Beautiful Clean Coal Industry and Amending Executive Order 14241."

 

H.R. 2256, the Comprehensive Offshore Resource Enhancement Act of 2025 (CORE) Actintroduced by U.S. Rep. Wesley Hunt (R-Texas), will address the critical need for enhanced assessment of domestic and transboundary oil and gas reservoirs by requiring the Bureau of Offshore Energy Management to better leverage existing seismic data, resolve international boundary disputes and assess joint production feasibility. This bill will increase domestic oil production, bringing greater energy security, more affordable energy prices, a lower national trade deficit, and increasing revenue to states for coastal restoration and infrastructure projects. The CORE Act advances President Trump’s Executive Orders 14153, "Unleashing Alaska's Extraordinary Resource Potential" and 14154, "Unleashing American Energy."

H.R. 2316, the Wetlands Conservation Access Improvement Act of 2025introduced by U.S. Rep. Jeff Hurd (R-Colo.), extends through 2033 the period in which the interest accrued on unallocated Pittman-Robertson funds can be used to supplement congressional appropriations to the North American Wetlands Conservation Act. The authority is set to expire on Sept. 30, 2025, without this extension. 

H.R. 2876, the University of Utah Research Park Actintroduced by U.S. Rep. Blake Moore (R-Utah), affirms the existing uses of 593 acres of non-federal land operated by the University of Utah as a research park, located in Salt Lake City, Utah. Removing these limitations will allow the university to continue developing the park for economic growth and student education.

H.R. 3168, the National Earthquake Hazards Reduction Program Reauthorization Act of 2025introduced by U.S. Rep. David Valadao (R-Calif.), introduced by U.S. Rep. David Valadao (R-Calif.), reauthorizes the National Earthquake Hazards Reduction Program (NEHRP) through fiscal year 2030. The NEHRP monitors and reports seismic activity data to reduce earthquake risks in the United States.

H.R. 3176, introduced by U.S. Rep. Nick Begich (R-Alaska), will reauthorize the National Volcano Early Warning and Monitoring System (NVEWS) through fiscal year 2030. NVEWS aims to monitor the most active and hazardous volcanoes to give ample time to evacuate communities in surrounding areas.

H.R. 3179, introduced by U.S. Rep. Brian Babin (R-Texas), will codify President Trump's Executive Order 14229, “Honoring Jocelyn Nungaray,” and rename the Anahuac National Wildlife Refuge as the “Jocelyn Nungaray National Wildlife Refuge." Jocelyn Nungaray's life was cut short on June 16, 2024, when she was brutally murdered by two Venezuelan nationals who entered the U.S. illegally. 

H.R. 3937, the Wabeno Economic Development Act of 2024introduced by U.S. Rep. Tom Tiffany (R-Wis.), would convey 14 acres of National Forest System land to a local aggregates business, helping job creation in this rural area of Wisconsin. The bill also promotes efficient permitting processes for domestic mining of aggregates.

H.R. 1729, the Bolts Ditch Actintroduced by U.S. Rep. Joe Neguse (D-Colo.), would amend the John D. Dingell, Jr. Conservation, Management and Recreation Act to allow the Eagle River Water and Sanitation District and the Upper Eagle Regional Water Authority to conduct maintenance and repairs on the Bolts Ditch headgate. 

H.R. 1917, the Great Lakes Mass Marking Program Act of 2025introduced by U.S. Rep. Debbie Dingell (D-Mich.), would congressionally authorize the U.S. Fish and Wildlife Service’s Great Lakes Mass Marking Program, a program that purchases fish tags and other related equipment to improve fisheries management decisions.

H.R. 2250, the National Landslides Preparedness Act Reauthorization Act of 2025introduced by U.S. Rep. Suzan DelBene (D-Wash.), reauthorizes the National Landslides Preparedness Act (NLPA) through fiscal year 2030. The NLPA allows the U.S. Geological Survey to gather data that enables states and communities to reduce loss in the event of a landslide.

H.R. 2388, the Lower Elwha Klallam Tribe Project Lands Restoration Actintroduced by U.S. Rep. Emily Randall (D-Wash.), will place approximately 1,083 acres of National Park Service land into trust for the Lower Elwha Klallam Tribe within the Olympic Peninsula in northwest Washington.

H.R. 2389, the Quinault Indian Nation Land Transfer Actintroduced by U.S. Rep. Emily Randall (D-Wash.), places approximately 72 acres of U.S. Forest Service land into trust for the Quinault Indian Nation.
