Shea-Porter Amendment .001 - (Failed 16-26. View Roll Call Vote)
This amendment effectively nullifies the underlying bill by mandating this act will not apply for years where there is an annual federal budget deficit. This amendment was proposed despite the fact that this administration has done little reduce the federal deficit.

Lowenthal Amendment .002 - (Failed 17-25. View Roll Call Vote)
This amendment places restrictive criteria on the extension of the royalty rate and undermines the purpose of the underlying legislation.
