This bill would require the Administration to move forward promptly to conduct offshore lease sales in the Gulf of Mexico and offshore Virginia that the Obama Administration has delayed or canceled.

Holt Amendment #A –Revise to Requirements for Satisfying National Environmental Policy Act (Failed 12-28. View Roll Call Vote)
This amendment would strike the provision that allows the Environmental Impact Statement for the 2007-2012 OCS plan to satisfy NEPA requirements for Gulf of Mexico lease sale 216.

Holt Amendment #B – Revise to Requirements for Satisfying National Environmental Policy Act (Failed 14-28. View Roll Call Vote)
This amendment would strike the provision that allows the Environmental Impact Statement for the 2007-2012 OCS plan to satisfy NEPA requirements for Gulf of Mexico lease sale 218.

Sarbanes Amendment #008 – Delay Virginia Lease Sale 220 Until At Least 2017 (Failed 14-28. View Roll Call Vote)
This amendment would strike Section 4 dealing with the Virginia Lease Sale 220. The effect of this amendment would be an ongoing delay in Lease Sale 220 in Virginia’s Outer Continental Shelf, meaning the earliest a lease sale could occur in Virginia OCS is after 2017.

Lujan Amendment #009 – Require Secretary to Certify Production Increases will Reduce International Price of Oil Prior to Lease Sale (Failed 14-28. View Roll Call Vote)
This amendment would require the Secretary to certify that an increase in production expected under the leases will reduce the international price of a barrel of oil.

Holt Amendment #007 – Add Prerequisites for Companies Bidding on Lease Sales (Failed by Voice Vote.)
This amendment would restrict companies from bidding on lease sales unless the person meets a series of requirements which include:

  • Meeting due diligence, safety, and environmental requirements
  • Paid all costs and damages related to releases of oil under the Oil Pollution Act
  • In the last 7 years not had willful violations of OSHA, criminal violation for death or injury, not more than 10 fatalities, and not assessed fines for air or water pollution violations of more than $10 million.

Lujan Amendment #005 – Set Lease Bonus Limitations (Failed 16-26. View Roll Call Vote)
This amendment would insert lease bonus limitations.

Markey Amendment #002 – Renegotiate Leases Terms for DWRRA leaseholders (Failed 15-27. View Roll Call Vote)
This amendment would require companies with existing Deep Water Royalty Relief Act leases to renegotiate the lease terms with DOI to include price thresholds before getting new leases.

Holt Amendment #D – Revise to Requirements for Satisfying National Environmental Policy Act (Failed 14-29. View Roll Call Vote)
