H.R. 5388 transfers two Bureau of Land Management (BLM) parcels of land around the Cibola National Forest in New Mexico.  The two parcels, the Manzano area and the Crest of Montezuma, are 896 acres and 917 acres, respectively.  Due to the remote nature of the areas, proponents of the bill argue that the Forest Service can better maintain the land than BLM.

Bishop Amendment to Permit Wheeled, Muscle-Powered Carts (View Roll Call Vote)
This common sense amendment would allow hunters to use wheeled, muscle-powered carts for the removal of game in the Cibola National Forest in the State of New Mexico.  There are over 100 million acres of Wilderness in the United States and hunting, though not technically prohibited by law, will in reality be limited to the edge of Wilderness areas except for those hunters wealthy enough to hire a guide and pack animals.
