COMMITTEE ON NATURAL RESOURCES -- ACTION REPORT

The Committee on Natural Resources met in open session on Wednesday, May 17, 2023, to consider the following measures. H.Con.Res.34 (Rep. Stauber), Expressing disapproval of the withdrawal by the Secretary of the Interior of approximately 225,504 acres of National Forest System lands in Cook, Lake, and Saint Louis Counties, Minnesota, from disposition under the United States mineral and geothermal leasing laws.

H.R. 3195 (Rep. Stauber), To rescind Public Land Order 7917, to reinstate mineral leases and permits in the Superior National Forest, to ensure timely review of Mine Plans of Operations, and for other purposes. “Superior National Forest Restoration Act.”

H.R. 2989 (Rep. McCarthy), To improve the health and resiliency of giant sequoias, and for other purposes. “Save Our Sequoias Act.”

The Subcommittee on Federal Lands was discharged from further consideration of H.R. 2989.

  • Representative Ed Case (D-HI) offered an amendment to Tiffany_018, an amendment in the nature of a substitute, designated Case #2. 

The amendment was not agreed to by a roll call vote of 17 to 21.

  • Representative Bruce Westerman (R-AR) offered an amendment to Tiffany_018, an amendment in the nature of a substitute, designated Westerman_023 Revised.

H.R. 2989, as amended, was ordered favorably reported to the House of Representatives by voice vote.

H.R. 200 (Rep. Rosendale), To amend the Forest and Rangeland Renewable Resources Planning Act of 1974 and the Federal Land Policy and Management Act of 1976 to provide that the Secretary of Agriculture and the Secretary of the Interior are not required to reinitiate consultation on a land management plan or land use plan under certain circumstances, and for other purposes. “Forest Information Reform Act” or “FIR Act.”

  • Representative Matt Rosendale (R-MT) offered an amendment in the nature of a substitute designated Rosendale ANS. 

The amendment in the nature of a substitute was agreed to by roll call vote of 22 to 17.

H.R. 200, as amended, was ordered reported favorably by a roll call vote of 22 to 17.

H.R. 1586 (Rep. LaMalfa), To allow the Secretary of the Interior and the Secretary of Agriculture to use a fire retardant, chemical, or water for fire suppression, control, or prevention activities. “Forest Protection and Wildland Firefighter Safety Act of 2023.”

  • Representative Val Hoyle (D-OR) offered an amendment to LaMalfa_01, an amendment in the nature of a substitute, designated Hoyle #1.
