The following amendment was offered:
En Bloc Amendment offered by Mr. Gilchrest; re: to (1) define the resource stewardship responsibilities of the National Estuarine Reserve System; (2) allow academic institutions to serve as partners for section 306A grants; (3) clarify the purpose of the management plans eligible for assistance under section 306A; (4) reinstate section 309, the costal enhancement grant program; (5) clarify that NOAA may provide technical assistance for regional and international coastal management efforts; (6) direct the Secretary to appoint a non-federal advisory committee to conduct a systematic review of Federal coastal programs; (7) increase the authorization levels for section 306 grants; (8) target non-point source pollution grants to states with approved non-point pollution control plans; (9) require an assessment of the adequacy of existing coastal and marine monitoring programs. AGREED TO by Voice Vote.
