This bill would replace the Obama Administration’s final offshore drilling plan, which keeps 85 percent of America’s offshore areas off-limits to energy production, with a real plan that creates new American jobs by allowing offshore American energy production in those areas with the greatest known oil and natural gas resources.

Duncan Amendment #1 – Add South Carolina Lease Sale (Agreed to by Voice Vote.)
This Amendment adds a 29th lease sale to the underlying legislation in the South Carolina section of the South Atlantic Planning Area.

Tonko Amendment #003 – Require Political Contribution Disclosure (Failed 13-20. View Roll Call Vote)
This Amendment adds potentially unconstitutional requirements for lease bidders and their employees to disclose campaign contributions.

Holt Amendment #005 – Duplicative Safety Requirements (Failed 15-19. View Roll Call Vote)
This Amendment adds duplicative and unnecessary requirements to drilling procedures for leases sold as a result of the underlying legislation that would discourage energy production and not enhance offshore safety.

This Amendment adds unnecessary requirements to Arctic lease sales in the underlying legislation that would delay energy production in the Arctic for decades, is duplicative and would discourage investment in Arctic energy production.

This Amendment would restrict the free market by requiring that all natural gas produced by any lease in the underlying legislation be kept in America, which would discourage the production of American natural gas.

This Amendment would increase the price of energy on all Americans by forcing tax increases on certain oil companies in return for the ability to bid on leases in the underlying legislation.

Pallone Amendment #059 – Removal of Atlantic Lease Sales (Failed 16-26. View Roll Call Votes)
This Amendment would place the entire Atlantic coast under lock and key to offshore energy production that would cost thousands of jobs, undermine the intent of the underlying legislation and further America’s dependence on foreign energy.
