 60 years\, states have been successfully regulating the process of hydrauli
 c fracturing\, a process used on 90 percent of all wells and responsible fo
 r 30 percent of our domestic oil and natural gas production. With states re
 gulating the process\, there has not been one instance of ground water cont
 amination according to President Obama’s former Environmental Protection Ag
 ency Chief Lisa Jackson. Even with successful state regulation\, the Depart
 ment of the Interior is working on a proposed rule to regulate hydraulic fr
 acturing. Right now\, oil and natural gas production is down on federal lan
 ds while surging on state and private lands. This dichotomy is directly rel
 ated to the Obama Administration’s restrictive policies on energy productio
 n on federal lands.</p> <p>Since November of 2010 when the Obama Administra
 tion mentioned possible new federal regulation of hydraulic fracturing\, Ho
 use Natural Resources Committee Republicans have conducted aggressive overs
 ight of this issue with multiple oversight hearings to learn from stakehold
 ers about how costly\, damaging\, and duplicative federal regulation of hyd
 raulic fracturing would be on job creation and energy development in Americ
 a. Aggressive oversight of this issue is especially important now <a href="
 /blog/?postid=332164">because Interior Secretary Jewell announced</a> that 
 the Interior Department would be releasing its new proposed rule of hydraul

  <p>The Subcommittee will hold an oversight hearing on the spending priorit
 ies for the National Oceanic and Atmospheric Administration (NOAA)\, the Co
 uncil on Environmental Quality (CEQ)\, the Office of Insular Affairs (OIA)\
 , the U.S. Fish and Wildlife Service (FWS) and the President's Fiscal Year 
 2014 budget requests for these agencies. The Obama Administration has reque
 sted that $1.55 billion be allocated to the Fish and Wildlife Service for F
 iscal Year 2014\, $94 million more than what was appropriated in Fiscal Yea
 r 2013. The FWS has indicated that its Fiscal Year 2014 budget submission i
 ncludes a number of "tough choices." Yet\, a close examination of their req
 uests finds that only the construction account would receive less money in
