Southeast Alaska Native Land Entitlement Finalization and Jobs Protection Act (H.R. 1408)

This bill would allow the Sealaska Native Corporation to receive its remaining land conveyance under the Alaska Native Claims Settlement Act of 1971 by selecting Native lands from within a designated pool of land in Southeast Alaska.

Young Amendment #074 – Technical Amendment (Agreed to by Voice Vote.)

Markey Amendment #957 – Permanent Withdrawal Areas in Southeast Alaska (Failed 12-31. View Roll Call Vote)
This amendment would strike provisions of the bill rescinding withdrawal areas in southeast Alaska in which Native Corporations select their lands under the Alaska Native Claims Settlement Act. The effect of the amendment is to make these withdrawal areas de facto Wilderness areas, which could prevent block public access and job-creating economic activities.

Garamendi Amendment #051 – Timber to be Milled in Alaska (Failed 13-30. View Roll Call Vote)
This amendment would require all timber removed from Federal land conveyed to Sealaska pursuant to this Act to be milled in Alaska which would effectively prohibit the export of logs from lands acquired by Sealaska under this bill, a restriction not imposed on other private timberland owners in Alaska. The amendment will destroy jobs held by Natives in remote communities involved in loading logs for export.

Garamendi Amendment #052 – Salmon Habitat Protection (Failed by Voice Vote.)
This amendment would prohibit timber removal or activity within 100 feet of a perennial or intermittent stream or other water course to protect salmon habitat. This amendment is unnecessary because the State of Alaska already protects salmon streams through its laws regulating private timber. Alaska is the only salmon producing state in the nation that does not have any stocks listed under the Endangered Species Act.
