Background:

Indian gaming revenues have grown from a very small amount in 1988, to $16.8 billion in 2003, to $27.9 billion in 2012, the highest revenue amount on record. There are more than 420 casinos run by about 240 tribes across 28 states. Concerns have been expressed by tribes, state and municipal governments, and private organizations that the Bureau of Indian Affairs’ policy guidelines do not adequately take into consideration the adverse impacts of off-reservation gaming.
