BACKGROUND:

This hearing will examine the President's proposed FY 2013 budget for the Office of Surface Mining (OSM) including legislative proposals to repeal the 2006 amendments to the Surface Mining Control and Reclamation Act (SMCRA) that will adversely affect the distribution of the state share of AML funds to certain states, and the proposed merger of Bureau of Land Management (BLM) and OSM. In addition, the hearing will examine the Committee's investigation into the Obama Administration's re-write of the revised Stream Buffer Zone Rule issued in December of 2008, as well as the agency's new state program oversight initiative.
